Transparency took another step forwardin Kunming, capital of Yunnan Province,recently, when the government took the boldinitiative to publish the names and contactdetails of all leading city officials in a lo-cal newspaper. The February 16 issue ofKunming Daily listed phone numbers of theofficials, including city mayors and districtheads, along with descriptions of their jobresponsibilities in a four-page spread. Thenewspapers were sold out immediately withpublic demand forcing a reprint.
