On Decenber 18, 2007, the NationalDevelopment and ReformCommission (NDRC), China's topeconomic planner, announced thatthe national oil reserve center hasbeen officially launched. The supervisorysystem over the oil reserves has three levels:the energy department of the NDRC, the oilreserve center, and the reserve bases.
